Born in Musquodoboit Harbour, Nova Scotia, Cyril was admitted to the Bar: Nova Scotia in 1977. He obtained his Bachelor of Arts from Saint Mary's University in 1973 and his LL.B. from Dalhousie University in 1976.

Cyril is a Partner and practices in the areas of Real Estate Services and Condominium Law.

Cyril is the President of the Dartmouth Bar Society. He is former Commissioner of the Eastern Shore Development Commission, former Board Member of the Nova Scotia Hospital Foundation, and was formerly Legal Counsel to the Nova Scotia Block Parent Advisory Board.
