Born in Pictou, Nova Scotia, Allen was admitted to the Bar, Prince Edward Island in 2000 and Nova Scotia in 2002. He obtained his Bachelor of Commerce from Saint Mary's University in 1995 and his LL.B. from the University of New Brunswick in 1999. Allen is a Member of the Nova Scotia Barristers' Society, the Canadian Bar Association, and the Ecology Action Centre. He currently volunteers with the Brain Injury Association of Nova Scotia and the Nova Scotia Nature Trust.
