Kelly, born in Edmonton, Alberta, received his B.A. from the University of Calgary in 1999 (portion of program at ITESM, Campus Guadalajara, Guadalajara, Jalisco, Mexico). He then received his LL.B. in 2002 from the University of Alberta. Kelly was admitted to the Nova Scotia Bar in 2003.

Kelly is an Associate and practices in the areas of Corporate / Commercial Law, Franchise Law and Business Law.

Kelly helps both large and small business clients from a wide range of sectors, including Professional, Retail, Real Estate development, Banking and Industrial. He focuses his practice on the acquisition and sale of businesses, business financing and commercial real estate.

Kelly volunteers with the Kiwanis Club of Dartmouth and is a member of Penn Hills Golf Club. He is also a member of the University of Alberta Law Olden Bearristers Alumni Rugby Football Club. In addition, Kelly is currently the vice-president of the Halifax Branch of the University of Alberta Faculty of Law Alumni Association.
